[Thunder3 Dock Pro] Can I recharge a device on the second Thunderbolt 3 port when the computer is turned off?

Yes, you can still use the charging function of the Thunderbolt 3 port when the computer is turned off. Please note that in this case, when the fan is set to OFF, the fan status LED will not light up red, because the Thunder3 Dock Pro has not established a connection to the computer yet.
